Elected every year, the national executive committee or NEC is the governing body of PCS, responsible for implementing policy decided at national annual delegate conference and formulating policy between conferences.
The NEC structure is a reflection of the mergers of previous civil service unions that have formed what is now PCS.
When PCS formed there were 41 ordinary members aside from the president and vice presidents on the NEC.
In 2003 conference voted to reduce this over a four year period.
The NEC is now made up as follows:
there is one president elected by whole membership.
There is one deputy president and three vice presidents elected by whole membership.
The vice president who polls the most votes will become the deputy president. The deputy president and vice presidents must come from different employer groups.
There are 30 ordinary members elected by whole membership (two seats reserved for black members).
No more than eight ordinary members can be employed by the same employer.
In additon there are 2 reserved seats for former Association of Magisterial Officers (AMO) members.

The policy and resources committee is responsible for the development and monitoring of the NEC's plan of work.
It is also aims to monitor support being provided to representatives and service to members will consist of President, Honorary Officers, Senior Full- Time Officers, ordinary NEC members as NEC may determine and other Officials whom the General Secretary may call upon to provide support, information or technical advice
Is responsibel for authorisation of industrial action and strike pay in accordance with Supplementary Rule 7.16
Campaigns committee
The campaigns committee aims to identify, oversee and monitor strategy and progress of the unions national campaigns and associated communications in line with established policy.
The editorial board has editorial control of the union's national journal.

This committee is aims to work with the appropriate HO staff to make successful arrangements for Group and Delegate Conferences and make recommendations to NEC
This committee is aims to co-ordinate and oversee Union's international work and on issues such as peace, equality, human rights and anti fascism.
The equality committee aims to co-ordinate and oversee union work on equality and implementation of the PCS charter for equality.
Representationon this committe has to come from the NEC and the women's, Black members, disability, youth forums and Proud.
