Who does what at PCS headquarters

Every group of members - no matter how large or small - has dedicated full-time PCS officers to negotiate with management on terms and conditions and pay and help with any problems that may arise.

PCS departments such as organising and learning services, legal and personal cases and finance also provide excellent, professional, back-up services for members.

This page lists the headquarters departments along with their main responsibilities.

Bargaining units and regional centres

There are 5 HQ bargaining units, HQ1 to HQ5 and 9 PCS regional centres.

They are responsible for:

  • negotiating for and supporting groups/ agencies/ sections/ individual employer based groups/ national branches and occupational associations
  • arranging conferences and forums
  • overseeing ballots
  • organisation and recruitment.

Campaigns and communications department

This department is responsible for:

  • membership communications
  • website
  • campaigns
  • press office
  • parliamentary lobby
  • print and distribution
  • design and despatch

Equality, health and safety department

This department is responsible for:

  • equalities dtructures & policies
  • discrimination in the workplace
  • anti-racism
  • community
  • womens' forum
  • black members' issues and forum
  • disability issues and forum
  • lesbian, gay, bisexual and trans issues and Proud
  • health and safety issues

Information technology and telecommunications

This department is responsible for:

  • Information technology and online membership system
  • Telecoms
  • Commix: training and development including commix online
  • Data protection

Finance department

This department is responsible for:

  • all matters relating to finance
  • membership benefits and services
  • internal audit and commercial contracts

Facilities and personnel

This department is responsible for:

  • personnel policy and services
  • staff training and development
  • HQ facilities including accommodation and office services
  • catering, cleaning, nursery

Legal and personal cases

This department is responsible for:

  • employment law scheme
  • personal injury and advice
  • personal case support

All requests for legal advice must go through your Branch Officers. Branch Officers go through their Group Officers for legal advice.

Library and information service

This department is responsible for:

  • providing an information service for PCS reps 
  • current awareness updates
  • law reports and journal articles

Membership, balloting and events

This department is responsible for:

  • membership data services
  • Commix: operations
  • elections and balloting
  • conference arrangements

Organising and learning services

This department is responsible for:

  • training and support for reps
  • learning rep initiative
  • lifelong learning for members
  • open learning centre
  • national organising strategy
  • young members
  • trade union recognition

Policy, research, information and bargaining support

This department is responsible for:

  • national and international policy
  • bargaining information and support
