What does Next Generation Civil Service Human Resources mean for PCS?
After more than a decade of delegated responsibility for bargaining on terms and conditions, the plan to re-introduce more centralised policy making and service delivery means that PCS will have to reassess its own structures for engaging with the civil service as an employer.
The national executive committee has recognised the need to reach a procedural agreement with the government to take account of new consultation and negotiation structures. We are in discussions with the NGHR/CSHR programme team, the Cabinet Office and the other civil service unions about a framework which clarifies and gives due weight to the roles of the national and departmental trade unions.
Three NEC members are part of the national negotiations team and the NEC is considering how best to incorporate the expertise that exists across the union into future methods for consultation and negotiation on employee policy, learning and terms and conditions.
PCS is also seeking to ensure that our representatives continue to be given adequate facilities to carry out their statutory roles and trade union duties, in particular to support members in this period of immense upheaval and uncertainty.
