PCS will be organising a series of meetings to allow members to discuss and to vote on the new offer. The GEC acknowledges that the Company has made considerable movement since the start of negotiations at a time when a zero per cent pay review has been applied to employees outside of the PCS Bargaining Unit. 

Heavy emphasis has been placed on the current economic climate and the corporate mandate from Siemens which sees most employees receiving no increase at all in 2010. However, PCS was keen to stress that nil funding was not an option for our Bargaining Unit, especially in view of the introduction of the Individual Performance Pilot.
 
Whilst the offer does not meet our claim in full, PCS has concluded that this is likely to be the best offer which can be secured in the current climate through negotiation with the Company.

Summary of offer

 
The main points of the offer are as follows:
 
  • An award worth 4% over 2 years made up of: 
A pot for January 2010 of 1.75%, with a minimum increase for Fully Competent performance of 1.5% backdated to 1st January 2010.
 
A guaranteed pot for January 2011 of 2.25% with a minimum increase for Fully Competent performance of 1.5%. 
 
 
  • A pot of up to 1.75% from 1st October 2010 for those NAFW staff who are included in the PCS Bargaining Unit from 1st April 2010, with the pot to be distributed to address any pay anomalies or requirements resulting from any pay restructuring. Further discussions to take place with PCS between now and 1st October 2010 in relation to the pay structure applicable to this group of staff. NAFW to be included in the annual pay review process from 1st January 2011. 
  • A guarantee that should the pay award pot for staff on standard SIS terms who are not in the Bargaining Unit exceed 4% over the same 2 year period then the same pot will be applied to staff in the PCS Bargaining Unit. 
  • The pay award for 1st January 2011 to be implemented and paid in the January 2011 payroll.
  • Provided that PCS members accept the above offer by no later than 12th May, the 2010 award to be paid in June salary with arrears payable in July.
