Good practice ratios in Human Resources

Staff in HR units across DfT (DfT(C) and the agencies) have been told that the department is looking to achieve 'good practice ratios'. PCS can reveal the l ratio they plan to hit.

That ratio is 1 HR staff to 59 staff; this compares to a current ratio of about 1 to 28.

By July 2010 DfT want to see HR staffing reduced to 545.9 (from a baseline of 595.9); by July 2012 they want it reduced to 453.4. All in all they want to cut 142.5 staff (as measured from the baseline figure) over the two years.

Our fear is that after the election (regardless of who is the Government) that further cuts will be demanded of HR as the politicians look to reduce the "back room". This would be a wrong move for two reasons. Firstly the back room keeps the front line going; second in terms of cost reductions H'’s contribution is a minnow and if you wanted to save real money then you would start chopping consultants. That is what the Union is saying to DfT.
