Allowance holders

Consultations held with allowance holders held in the opening stages of the balloting period made it abundantly clear that members are extremely unhappy with the proposals, and angry at Management’s instance of subsuming arrangements for the removal of allowances into a much wider collective agreement. PCS do not accept that the ‘yes’ vote in the pay offer constitutes acceptance of the removal of allowances from those affected.

We request that early discussions are held with the TUS in respect of practical arrangements for the subsuming of allowances into basic pay such as the revision of PDR objectives to bring these posts into line with other colleagues, for example, a reduction in the objectives currently set for fast keyers. Given that all allowances holders are expected to obtain specialised proficiencies additional to their colleagues in the same grade, we also wish to discuss how these requirements will be managed in the future.

I am meeting with representatives in receipt of allowance on Monday and will write again after that meeting.
