Report and agenda

The Standing Orders Committee make the following procedures and order of business recommendations to Conference:

Rules of debate 

It is proposed that the Standing Orders at Annex A be adopted.

Motions

The Standing Orders Committee (SOC) received 30 Motions.

The SOC considered the motions under the following rules set out by the National Executive Committee.

Category A: Motions for debate.
Category B: Motions which confirm existing policy.
Category C: Motions which seek to reverse policy determined at Conference within the last two years.
Category D: Motions capable of being dealt with by correspondence.
Category E: Motions covered by composite motions in Category A
Category X: Motions, which, in the opinion of the SOC, are out of order.

27 Motions were placed in Category A. 1 Motion was placed in Category E. 2 Motions have been X marked as in the SOC’s opinion the instructions included in these motions are unable to be undertaken by the Group Executive Committee.

An appointment with the SOC will be made for Monday 17 May 2010, time to be agreed but not before 5:00pm. The meeting will be held in the BC Suite 1 at the Brighton Centre. Delegates wishing to reference back this report at Conference may only do so if they have met with the SOC first and attempted to resolve their concerns.

Motions of urgency

These must be sent to the SOC Secretary, Dave Cliff to arrive no later than 12 Noon Friday 14 May 2010. Any such motions must have been carried at a properly convened meeting of the Branch.

Admission and attendance

It is essential that all sessions should begin punctually and delegates are requested to be in attendance five minutes before starting time.

Registration

Conference papers will be sent to Delegates and the Group Executive Committee by post. Registration will be in the Ambassador Room, Hilton Brighton Metropole Hotel, Kings Road, Brighton BN1 2FU which will be staffed from 9:00am on Tuesday 18 May 2010. The Branch Card Vote and any supplementary SOC reports will be provided at Registration.
