Action short of strike - Overseas allowance dispute

PCS has served notice on the Department that members will now take action short of a strike until the end of the dispute. PCS has issued guidance on what format that should take and will distribute it by home email and hard copy. We urge you to participate fully in this action.

Action short of a strike

  • Overtime ban.
  • No six day working.
  • No volunteering.
  • All travel for courses and meetings away from your normal place of work to be taken within your scheduled shift.
  • In-shift meal breaks should be taken in full as a complete hour.
  • If instructed to do compulsory overtime insist on the instruction being given in writing. This instruction should include why you are being compelled to do overtime and how long you are expected to work past your conditioned hours. You should also insist on having the full Working Time Directive 11 hour break before returning to work.
  • If instructed to do compulsory overtime you should complete HSF2 to indicate how tired you feel after completing your scheduled shift.
  • Issue landing cards to all passengers that require them both at freight and tourist. Do not use tally sheets.
  • All drivers, including MRT and RRT to conduct full vehicle checks before each journey. These checks should be done in your shift not in your meal break
  • CYP guidance. As a minimum establish that the child or young person is travelling with the consent of their parents. If you are unable to read the letter of authority presented you should get it translated. Interpreters should be used in the event of a language barrier.
  • You should comply with risk assessments and safe systems of work to the letter.
  • Lone working is against PCS advice, do not do it.
  • All biometric passports should be fully scanned so that the digital image can be compared with the printed image and the person presenting the document.
  • If conditions are less than satisfactory insist that the passenger goes to the coach hall or gets out of the vehicle so that documents and passengers can be properly compared. Tougher checks take longer.
  • If the document presented does not swipe correctly ensure you put the document and the passenger name though the HOWI system.
  • All WI hits should be issued an IS81and entered onto CID. In the event that the passenger is subsequently landed or allowed to proceed the IO issuing the IS81 should complete an IS126.
  • All forgery examinations should be issued an IS81 and entered onto CID. In the event that the document is subsequently found to be genuine, the IO issuing the IS81 should complete an IS126.
  • If you suffer verbal abuse or are involved in a near miss with a vehicle you should complete the relevant Health & Safety Forms at the earliest opportunity.
  • All notebook entries should be completed promptly at the time of the referral or incident.
  • When freight searching ensure all equipment is working correctly and carry out all required testing.
  • If you have any doubt open the vehicle up and search thoroughly.
