Accelerated Transformation Programme

The major threat facing the Land Registry is the Accelerated Transformation Programme.  This is a major restructuring of Land Registry proposed by Land Registry senior management in response to the Government's Operational Efficiency Review, which will have a significant detrimental impact on members and on the delivery of services to Land Registry customers.

The proposals are:

  • to close 5 office; Portsmouth, Tunbridge Wells, Croydon, Stevenage and Peterborough, this being every Land Registry casework office in the South-East,
  • to move all staff out of the London Head Office to temporary accommodation pending a review of whether it should remain in London at all,
  • to directly outsource a number of Land Registry functions,
  • to subject the remaining functions to process and efficiency review with the threat of further privatisations to come, and
  • to reduce the number of staff employed by 1500 including slashing the number of the lowest grade RA and RO staff.

All this before the end of 2011 with the further threat of more office closures, privatisations and staff cuts over the following years to 2014.
