Defence sector instructional officers conference

This yearâ??s MOD instructional officersâ?? conference will be held on Tuesday 3 November to Wednesday 4 November 2009 in the Queens Hotel, Meyrick Road, Bournemouth.

The pre-conference timetable is as follows:

  1. Last date for receipt of motions - noon Wed 30 September 2009.
  2. Publication of agenda – Monday 12 October 2009
  3. Last date for reference back – noon Monday 26 October 2009.

Standing orders committee will issue the conference timetable at a later date.

Motions

Branches with instructional officers are invited to submit motions for the instructional officers’ conference. Motions should be submitted on the attached form and signed by the branch secretary or branch chair, (Appendix 1 – please see your local branch rep for the appendices) and sent to: The secretary, MoD group office, IOs standing orders committee by noon on 30 September 2009.

When submitting motions branches are reminded that:

  • Motions against existing MoD group or national PCS policy will be ruled out of order;
  • Motions must carry an action point;
  • Motions could be ruled out of order if they advocate something that is either illegal or outside the rules of the PCS;
  • Motions instruct the instructional officers’ committee to follow a course of action;
  • If the motion cannot be actioned by the instructional officers group committee they may refer the motion to the MoD group executive committee or the national executive committee. Branches are reminded that they can submit motions to these bodies directly if they wish, at anytime;
  • If you are unsure if your motion meets the above requirements you are welcome to ask a member of the standing orders committee for advice before submitting the motion;
  • Please photocopy appendix 1 (please see your local branch rep for the appendices) in order to submit each motion on a separate form. This will greatly assist the SOC and group office in preparing the conference agenda. You will receive confirmation of receipt of motions from group office within two weeks. If you do not receive such confirmation, you should contact group office as a matter of urgency.
  • Motions may be categorised in the following way by the SOC:
  1. Category A: Motions for debate, grouped as far as practicable under the main subject headings appearing in the annual report
  2. Category E: Motions covered by composite motions in Category A
  3. Category X: Motions which are out of order

Delegates

The basis of representation at group conference will be as laid down in Rule 16(c) of the constitution and byelaws of the section of the instructional officers viz:

1 to 50 members - 1 delegate
51 to 150 members - 2 delegates
More than 151 - 3 delegates

Branches may not combine for the purpose of qualifying for a second or third delegate.

Delegates are reminded that they are expected to attend all sessions of the group conference.

The names and addresses of delegates to Conference must be notified to: The secretary, MoD group office, IOs standing orders committee no later than Friday 25 September 2009.

A separate form should be used for nominating each delegate.


Trainee Delegates

Any branch wishing to nominate a trainee delegate to attend the conference should complete the attached form (Appendix 3 – please see your local branch rep for the appendices) and submit it to: The secretary, MoD group office, IOs standing orders committee no later than Friday 25 September 2009.

Sending a trainee delegate presents a good opportunity for branches to encourage members to become more involved with the workings of the instructional officers’ section. It would also encourage members to attend MoD group conference as a delegate.

General

Envelopes enclosing forms with motions or notification of delegates should contain no other material and must be clearly marked “PCS MoD group instructional officers’ section standing orders’ Faxes on motions or notification of delegates will be accepted in an emergency only, with the originals following in the post. Conference length

Please note conference is over two days not three this year.

Election of new instructional officers committee

Branches are reminded that elections for a new IOC are imminent, but under the new constitution adopted in 2005. This means the reserved seats for Army, Navy and RAF are replaced by a committee elected by delegates under a first past the post system.

Currently the issue of one member one vote has been referred to the NEC and it is hoped, resolved before conference. A further branch briefing will be issued shortly advising you of the exact procedure for nominations.
