Our union has long called for a sensible review of the work of civilian staff. Our union and our members will hope that this review will put an end to the disgusting attacks on our members by discredited politicians and their cronies in the media and elsewhere recently. We hope it will properly capture the value that every civil servant provides and we welcome the commitment to a strategic and coherent approach.
We also strongly welcome the recent comments that the PUS has made about the value of civilian staff in MoD.
On that basis we intend to engage fully with the department on this review and we will support the promised work to assess the "balance between the military and civilian workforce, including the distribution of tasks between the military and civilian workforce and the scope for further civilianisation"
We are however bemused at the department's statement in regards of redundancy and also redundancy pay.
In respect of cuts and redundancies our union wishes to be clear.
We have both a national agreement with the employer and a departmental agreement "Managing Surpluses" that offers protections for PCS members from compulsory redundancy. Members should be aware that PCS will not hesitate to act decisively should MoD approach our union with any proposals that may breach our members rights to continue their careers in the Civil Service. Put another way, any attempt to make a PCS members redundant against their wishes would have the most serious consequences for the department.
The department is factually incorrect in respect of redundancy pay. There are no changes to the current arrangements and this week our union's national executive committee (NEC) has agreed to take legal action through a judicial review, and if necessary to ballot members on national industrial action, unless our concerns about proposed changes to the Civil Service Compensation Scheme (CSCS) are resolved through negotiation. Our position is that there should be no detriment to existing rights.
As members will understand there are a number of outstanding questions about the review into civilian staff - not least who will be conducting it.
PCS is meeting with the MoD finance director next week (who is responsible for the day to day interaction with the review team) and as more information emerges we will keep members informed. We will be considering all members meetings on this review once we have more detail so that members can hear about the review in more detail and also feed their comments and views in directly.
In the meantime we urge all members to get active in our union and we urge all non-member's to join with us. All civil servants in MoD need to be in our union as we approach what are unprecedented times for defence generally and for civilians in MoD specifically. As ever our number one priority is the defence of our members jobs and terms and conditions. The more member's we have, the stronger our voice.
