Branches are reminded that the only elections that can take place at the AGM are for the branch women advisory committee, branch auditors and delegates to the unions ADC and group delegate conferences.
All other contested elections should be conducted by individual secret ballot of all members of the branch on a timetable that allows for the results to be declared at the AGM. All members in the branch should have an equal opportunity to vote and eligibility to vote should not be dependent on having to attend a meeting. Voting by email is not allowed under our rules.
Branches are therefore encouraged to draw up a timetable for any contested elections are the start of the year and publish this to all members.
The branch elections should be overseen by the branch scrutineers in consultation with a senior branch officer if necessary. It is recommended that the arrangements for the elections, including the timetable are agreed by the BEC.
Commix records should be kept up to date as these will need to be used by the branch to distribute ballot papers.
It is recommended that confirmation of acceptance of nominations for all post(s) are sought to avoid any confusion.
It is recommended that candidates are allowed to submit an election statement for each post they are standing for and these are circulated to all members with the ballot papers.
It is recommended that a minimum of two clear weeks is allowed for members to vote and return their ballot papers.
It is recommended that ballot papers are returned directly to the branch scrutineers who shall keep them securely locked until the end of the ballot period. It is recommended that no count is done until the end of the ballot period. The results should be passed by the branch scrutineers to the branch chair to announce at the AGM and then circulated to all members.
