The move follows plans by the ECGD that run contrary to government's drive to relocate jobs out of London and the South East, which will lead to the closure of the Lambourne House office in Cardiff on 30 March at a cost of 51 jobs.
With the closure of the office imminent staff have grown increasingly angry that management have refused to move on key issues, such as payment in lieu of notice, performance bonuses as well as compensation for lost annual leave.

Commenting Nick Powell PCS assistant branch secretary for the ECGD said"If the original decision to close the office was not enough of a shock, the way that ECGD management have dealt with the situation since has been nothing short of deplorable.
Members have acted admirably and shown huge amounts of goodwill with the training that has taken place so far. They have now had enough of being taken for granted and feel that taking this action is their only chance of obtaining a fair deal for all".
Mark Serwotka, PCS general secretary, added: "The closure of Labourne House makes no sense and flies in the face of government policy tomove work out of London and the South EastMembers have grown increasingly angry that management have refused to budge on key issues and that their goodwill has been taken for granted.
The industrial action short of a strike will send a clear message to management that staff are no longer prepared to have their goodwill taken advantage of."
