Union responds to audit office report on efficiency

17 February 2006

Responding to the publication of the National Audit Office (NAO) report into government efficiency today, the union were alarmed as it emerged in the report that the government had little idea of how job cuts and the Gershon efficiency programme were impacting on the quality of services.

With Job cuts and failing IT systems already having a damaging impact on services such as job broking and benefits, the union were astounded to learn that there was little data to evaluate how the efficiency programme was affecting the delivery of public services.

Pointing to the lack of data the union accused the government of being more interested in using the efficiency programme as crude tool to cut jobs and outsource functions rather than seeking to improve services.

Commenting, PCS general secretary, Mark Serwotka said: "It is astounding that the government has little or no idea about how services are being affected by the efficiency programme, a central plank of which is cutting over 100,000 civil and public servants. If the government were interested in using the efficiency programme to improve services then surely you would think they would have an idea of its impact on services such as job broking and benefits processing.

This lays bare the view that the government's efficiency drive is more about crude cost cutting rather improving services which every section in society rely on. With key elements of the welfare system on the verge of meltdown due to job cuts it is time the government put a halt to job cuts and took stock of the damage being wrought."
