The London Living Wage campaign will bring together unions and other organisations to tackle income inequality and poverty, particularly for commercial sector workers.
The campaign has four initial aims based around introducing a minimum London wage of £7.60 and establishing trade union rights.
PCS London and south east regional secretary Tom Taylor said: "The impact of poverty is huge in terms of health, family life and education."
He also outlined how improving poverty pay also benefits employers through better recruitment, retention and sickness absence management.
Other speakers at the launch included assistant general secretary Chris Baugh, Larry O’Callaghan, of our national pay unit, campaigns officer Laura Cockram and commercial sector organiser Alen Clifford.
To steer the campaign we are currently gathering information about rates of pay in contracted out areas of the civil service and agencies, and how many workers are affected.
Pay negotiators are also urged to write to departmental management to seek information about contractors, their staff, pay rates and union agreements.
