Industrial relations governs how we work in solidarity with our sister trade unions in the criminal justice system and how we negotiate and consult with NOMS management.
The cornerstone of industrial relations in NOMS is the Whitley Council system, which is the formal negotiating forum that exists between trade unions and NOMS managers and deals with all aspects of staff terms and conditions, working practices, NOMS policies and procedures.
Within NOMS there is a National Whitley Council where the NOMS Chief Executive is the chairperson and at every workplace and establishment there are Local Whitley Councils which are usually chaired by the governing Governor.
