RDA meetings and events

RDA co-ordinating committee meetings

The RDA co-ordinating committee meets quarterly at a variety of locations to be confirmed on the following dates at 11.00 am. 

Each meeting will be scheduled to end at 3.00 pm.  There will be a 30-minute lunch break. 

Agendas and meeting papers will be circulated by email approximately one week leading up to each meeting.

Sept - Oct 2010

Publication of the BIS Subnational Growth White Paper This was due for publication during the summer, but it could now be delayed until October. Will set out Government's new approach to economic development.


Mon 6 Sept 2010

Deadline for LEP Proposals Closing date for local authorities and business groups to submit proposals for LEPs

End of Regional Growth Fund Consultation Closing date for responses to BIS on the design and objectives of the fund


Tues 7 Sept 2010

BIS Select Committee The Select Committee are holding an enquiry into LEPs, this session will hear oral evidence

Second Reading in the House of Commons of Superannuation Bill This is the bill that proposes changes to the Civil Service Compensation Scheme

Announcement of Comprehensive Spending Review This will detail budgets that public sector organisations will have for the next four years (2011-2015)


Nov 2010

Public Reform Bill enters Parliament This bill contains the clause to abolish public sector bodies, including RDAs

Decentralisation & Localism Bill enters Parliament This bill contains the clause to create Local Enterprise Partnerships

Local Enterprise Partnerships should be in place with any existing functions moving from RDAs transferred in full.  The RDAs will be formally wound up by this time.

The Bills which affect us most as RDAs are the Public Bodies Reform Bill, the Decentralisation & Localism Bill and the Superannuation Bill.


Public Bodies Reform Bill
The main aim of the bill is to reduce the number of public bodies
It contains a clause to give Ministers the powers to abolish, merge or transfer functions of any public body
It aims to increase transparency and accountability of any remaining public bodies

Decentralisation & Localism Bill
The main aim of the bill is to empower local people by removing layers of government and reducing bureaucracy
It will devolve powers to councils and neighbourhoods and give local communities control over local housing and planning
It will create Local Enterprise Partnerships to promote local economic development

Superannuation Bill
The main aim of the bill is to place upper limits on payments that can be made under the Civil Service Compensation Scheme
The bill caps compensation payable under the CSCS at a maximum of 12 months’ pensionable earnings for compulsory exits, and 15 months’ pensionable earnings for voluntary exits. 
It also proposes that lump sum payments will also be paid to staff over the age of 50.
