Emergency Motion 15 carried at this year’s group conference called for the submission of a claim to the employer in respect of the 2009/10 pay year. The GEC has therefore today submitted the following claim documents to HMRC (please link below for the claim documents). It is based on the national PCS model claim, amended as required to take account of prevailing circumstances in relation to HMRC pay, and comprises: a covering letter setting the claim in context; main claim document; annex 1 covering inflation/cost-of-living; and annex 2 covering low pay.
The claim reflects the union’s national demand for a cost-of-living increase of 6%, with an underpinning increase of £1000. This includes a ‘catching-up’ element to address real terms pay cuts arising from ongoing increases in the cost of living and government pay constraints; reflects the ongoing impact of recent high inflation on retail prices, including basics such as food, fuel and transport costs; and takes into account our objective of achieving parity with other public sector workers who have received settlements significantly above those in the civil service.
The membership ballot on the 2009/10 – 2010/11 pay offer is currently underway, and is due to close on 10 July. Please continue with your efforts to ensure that members take part in the ballot and that opportunities are established through members’ meetings to discuss the offer. The GEC is recommending that members vote YES to reject the offer and YES to industrial action (subject to a further legal ballot).
