Scottish union learning fund

As we face the toughest spending cuts in a generation, it is imperative that we support our members in campaigning for jobs, pay and conditions.

It is also vital that we empower our members by encouraging skills acquisition and accreditation to enable them to advance in their current employment or obtain transferrable skills to take up other posts.

Learning Reps have carried out the PCS learning agenda for over six years. In that time, the network has grown in terms of numbers and developmental skills.

We believe that PCS Learning Reps are the experts in getting members back into learning, and establishing progression routes for them.

PCS Scotland has achieved considerable success through the tireless work of our Learning Reps and with support of funding through the Scottish Union Learning Fund (SULF) and the European Social Fund (ESF).


This has enabled PCS in Scotland to:

  • Build on success by actively advising and encouraging members to uptake learning opportunities, with a particular focus on literacy and numeracy and supporting the members through the process.
  • Continue to support, enhance and develop our network of Learning Reps, particularly in branches and workplaces with little or no Learning Rep presence. 
  • Continue to develop a sustainable infrastructure of support for union learning reps incorporated into branch structures and embed learning into the organising and bargaining work of the union.
  • Actively pursue areas of the learning agenda which mainstream into union campaigns.  
  • Maintain PCS’ position as one of the lead unions involved in lifelong learning in Scotland.
