Ms Henderson, will replace Eddie Reilly as Scottish secretary of largest civil and public service union, representing 33,000 members in Scotland.
This appointment adds PCS to only two other Scottish trade unions led by women, although both the UCU and Prospect are significantly smaller organisations.
With a background in trade union, public sector and voluntary sector campaigning and policy development, Lynn Henderson has served as the Scottish political officer for PCS over the past five years, during which she developed a PCS group of MSPs in the Scottish Parliament, took charge of an innovative membership-focused interactive Make Your Vote Count campaign at the 2007 Scottish Parliament elections and has developed strategic skills in the union’s industrial disputes of 2008 over Scottish Ministers pay policy and national strike action over pay.
This appointment takes place as the union is about to embark on a ballot for national industrial action over UK government attacks on the civil service compensation scheme – which propose to slash the compensation paid in the event of redundancy.
Lynn Henderson said "This is the biggest threat to jobs and conditions that our members have ever faced.
As Scottish Secretary, I will work hard to make sure all of our members in Scotland make their voices heard to politicians of all political parties in the forthcoming general elections".
Mark Serwotka, PCS general secretary said: "I am absolutely delighted at Lynn's appointment.
Members in Scotland face huge challenges in the coming months and Lynn will bring a wealth of experience to the job.
The work begins with the defence of our members' entitlements to fair redundancy arrangements and Lynn's dedication to the union will serve us well.
The majority of our members are women and I am particularly pleased that we now have a women in the important post of Scottish Secretary."
