Plan for 2009/10

A plan for 2009-10 has been drawn up by PCS Wales staff, Wales Committee officers and chairs of fora. PCS Wales logo

It has been circulated to branches and discussed in detail by the PCS Wales Committee. 

The final version, which has been refined through this process, is set out below. It will provide the framework for all the union's activities in Wales in the course of the present year.

Themes

 

A. Campaigning
Objective: To promote the interests of PCS members in Wales, with the aim of securing our campaign objectives. 

Actions:

  • PCS Wales Campaign Forum to coordinate and deliver all PCS Wales campaign activity;
  • Area campaign committees to be organised as required by local activists, with a view to coordinating all Wales and local campaign activity;
  • Work with anti-fascist organisations to raise awareness of the threat from the far right and involve members in combating racism;
  • Hold up to three meetings of the Assembly Cross-Party Group and attempt to ensure consistent representation from all parties;
  • Integrate the 'Make Your Vote Count' campaign into all campaigning activity in Wales and seek to engage branches;
  • Develop links with politicians and establish a two-way communication channel via briefings and meetings;
  • Hold meetings with ministers as issues arise;
  • Develop networks between campaign fora, PCS Wales office and external bodies.

B. Education
Objective: To have well-trained and supported representatives throughout Wales. 

Actions:

  • Deliver PCS Wales Core Education Programme across Wales;
  • Support and encourage all branches to review BEC training needs and support the delivery of the PCS Wales Education programme;
  • Hold up to four meetings of the Education Forum to develop and implement the education strategy;
  • Issue quarterly newsletter and ensure web pages are regularly updated;
  • Deliver a structure of advanced courses and events aimed at senior levels of PCS reps;
  • Develop links between the Education forum, PCS Wales Office and external bodies.

C. Workplace Learning
Objective: To increase the opportunities for learning and development of members. 

Actions:

  • Deliver the objectives of the Wales Union Learning Fund (WULF) 'Widening Skills in Wales' project;
  • Support and encourage all branches to participate in the delivery of the WULF project;
  • ULR Fora to hold up to four meetings annually to develop, support and implement our WULF project and Learning Strategy;
  • Further develop and embed the role of the ULRs in the PCS Wales networks;
  • Contribute to the Education newsletter and web page updates
  • Hold a ULR Conference in 2010;
  • Develop links between ULR Fora, PCS Wales office and external bodies. 

D. Organising
Objective: To deliver the National Organising Strategy. 

Actions:

  • Every branch to have a branch organiser, with responsibility for maintenance of the branch commix and mapping reports;
  • Hold up to 4 meetings of the organising forum and develop and support the organising strategy in Wales;
  • Organising forum to review branch reports and make recommendations for organising activity to the PCS Wales Committee;
  • Organising forum to offer support to areas/branches where there is low membership density, with a view to increasing recruitment;
  • Organising forum to review how organising information is received from branches;
  • Hold up to four meetings of the young members' network to develop and deliver a plan of work for young members in Wales and publicise their activity to generate increased activity for young members;
  • Support and encourage branches to elect young persons' representatives.  

E. Equality
Objective: To deliver equality in the workplace, free from harassment and discrimination. 

Actions:

  • Support and encourage all branches to elect equality representatives and encourage participation from under-represented groups;
  • Hold up to four meetings annually of the following PCS Wales fora: BME, Disability, WOW, Health and Safety, LGBT, to develop and implement action plans and to report and make recommendations to the Wales Committee;
  • Equality fora to publicise their activity to branches and members, to encourage participation from under-represented groups;
  • Develop communication channels to raise awareness of the equality fora;
  • Hold equality courses and seminars;  
  • Equality fora to promote local and national campaigns on all aspects of equality and share best practice;
  • Develop networks between the equality fora, PCS Wales Office, ARMS and other organisations;
  • Publicise the findings of the bullying survey carried out by Glamorgan University Business School, and issue action plan / toolkit to identify and tackle bullying in the workplace.  

F. Health & Safety & Welfare
Objective: To promote health and safety and welfare in the workplace for the benefit of all workers.  

Actions:

  • Health and Safety Forum to meet up to four times annually to develop a work programme and report and make recommendations to the PCS Wales Committee;
  • Develop a network of health and safety reps in Wales and provide them with guidance and relevant information to help them in their role;
  • Map health and safety reps in Wales and report to Wales Committee;
  • Maintain and promote a PCS Wales H&S communication plan - to include briefings and regular updates on the PCS Wales web pages;
  • Establish a training pathway for H&S reps via training needs analysis;
  • Develop external links with bodies such as the Wales TUC, HSE and PCS lawyers, raising legal issues and promoting legal services for members. 

G. Green agenda
Objective: Promote the green agenda to encourage participation from PCS members throughout Wales. 

Actions:

  • Deliver the objectives of the PCS national policy on green issues;
  • Develop and maintain the Green Forum, holding up to four meetings annually to develop and support the Green strategy in Wales;
  • The Green Forum to support and encourage branches to elect a Green rep in every branch;
  • Develop a project team to review Green representatives’ statutory rights;
  • Develop and maintain a communication channel using all available methods;
  • Work with the education forum to develop a green rep training package;
  • Build links with external bodies in line with PCS national policy. 

H. Communications and Media
Objective: Develop and maintain a PCS Wales communication strategy that incorporates all aspects of the PCS Wales plan.  

Actions:

  • PCS Wales Committee to develop a PCS Wales communications plan, with the involvement and inclusion of branches and representatives;
  • Issue press releases and respond to media enquiries;
  • Work with the Education Forum to develop a communication training package for representatives;
  • Raise awareness of the PCS Wales bilingual policy and review its implementation;
  • Explore the possibility of developing a Wales-wide magazine;
  • Work with the disability forum to review the method of delivery of PCS Wales communication in relation to people with disabilities;
  • Commission production of a bilingual PCS Wales banner.
