TUS will not agree to the CD relying on compensating reductions potentially displacing staff.

Consultation documents (CD) regarding setting a team up to manage the contract re-let for Future Forces Broadcasting Service have come to PCS. We warned DDC that the TUS will not agree to the CD relying on compensating reductions potentially displacing staff. DDC have been open about this and the fact that it is the fixed funding envelope that prevents this.

The MPC (major policy committee) has decided that the HO TUS will lead on the move of defence internal audit from MoD into the government internal audit construct. This will involve a Cabinet Office statement of practice (COSOP) as the members will then come under the Cabinet Office and the Treasury. The defence reps will organise the exporting end of the transfer and the Treasury reps will oversee the acceptance of members into the GIA.

DBS – F&PS (Finance and payment services)

There is a move of F&PS staff in AWN from DBS to defence equipment and support. We previously reported that the intention is to treat it as COSOP like, but concerns have been raised by the members, especially around pay scales and success profiles. The DE&S construct has lost pace with MoD pay and the profiles did not fit the team. Without consultation on the profile to use (and without considering a new profile) DE&S have forced the team onto a sub-optimal profile. Consultation has not closed at this point.

DBS – UK Security Vetting enquiry centre  

The COSOP to move all staff to Glasgow/York hit a snag with staff unhappy about moving. A solution might be maintaining the EC in DBS and continuing to service ULSV. We have also discovered that UKSV are expecting DBS to provide laptops for all their staff, despite being in the Cabinet Office for 2 years. While there are system requirements still, UKSV should be carrying the cost for IT requirements.
