Industrial action short of a strike planned in Land Registry
PCS has served notice on HM Land Registry of our intention to begin indefinite action short of a strike (ASOS) from Tuesday 21 January.
PCS is currently in dispute with Land Registry over three key issues:
- Land Registry is insisting on a strict adherence to 60% office attendance for employees, including an unreasonable disciplinary regime. This has created a range of issues for members including reduced flexibility, extended working days due to travel, financial impacts and a detriment to personal wellbeing.
- The imposition of changes to the “classification” system which now means staff can carry out work applicable to a higher grade. This does not comply with previously agreed protocols between PCS and the employer. Members will not be paid extra for carrying out work in the higher grade and it will also mask the need for additional staff resources at the higher grade.
- Land Registry is insisting that personal performance data must be used when assessing staff performance. This goes against an agreement made between PCS and management in 2021.
Our action short of a strike will consist of a work to rule, with PCS members doing their own work but not covering for colleagues or taking on extra work outside their own job description and grade. The nearly 4000 members are based in 14 offices throughout England and Wales.
PCS general secretary Fran Heathcote said: “Our members at the Land Registry are disappointed the employer imposed changes to their working conditions without prior agreement.
“We call on management to work with us to find a solution that’s fair and acceptable to our members. It would cost them nothing and might help Land Registry regain some of the goodwill required to make progress in clearing the huge backlogs of work.”
