NHS Digital and NHSX to be merged along with HEE into NHSE/I

The health and social care secretary, Sajid Javid, has announced his intention to merge the body responsible for the education and training of the health workforce, Health Education England (HEE), with NHSE/I.

In addition, the secretary of state has accepted the recommendations of Laura Wade-Gery, non-executive director at NHS England and chair of NHS Digital, which include the merger of  NHSX and NHS Digital into NHSE/I. NHS Digital and NHSX will form part of the new Transformation Directorate within NHSE alongside Improvement, and Innovation, Research and Life Sciences.

A power to enable formal legal mergers of DHSC’s arm’s length bodies is currently being considered by parliament as part of the Health and Care Bill. The formal merger of HEE and NHSE/I is therefore subject to Parliament’s approval of that measure, expected in summer 2022.

PCS members in these organisations are understandably concerned about the implications on their terms and conditions and the future of their roles going forward. PCS will be fully involved in taking these views forward and will be representing members in the negotiations to oversee the transition.

For some staff in NHS Digital this will be their second transfer to a new employer within 12 months due to the abolition of Public Health England, PHE and NHS Test and Trace.

It is important that members ensure that their staff records with the employer are up to date and correct. The same applies to PCS membership details which can be updated via  PCS Digital in order that PCS can contact members directly.
