Period Dignity Campaign

From the end of June there will be free provision of sanitary products within workplaces for staff who need them. This decision fulfils a campaign that PCS has pursued since 2018.

The HMRC Chief People Officer has announced that from the end of June there will be free provision of sanitary products for staff who need them within HMRC workplaces. For the second biggest UK government department to make this decision is significant.

In 2018 PCS conference passed motion A296 calling for free provision of sanitary products in civil service workplaces. This was following the decision of the Scottish Parliament to legislate to ensure that schools ensure free provision of sanitary products.

HMRC were concerned that free provision of sanitary products would constitute a taxable benefit. Following a review by the department’s tax experts it has been confirmed that this is not the case.

HMRC have confirmed that sanitary products will be made available in female, gender-neutral and accessible toilets.

PCS commends HMRC ExCom as well as the Director of Estates for being receptive to the points we have made to them on this issue. The PCS group women’s advisory committee has consistently pursued this issue over a number of years.
