2019 ADC and group conference information

The venue for annual delegate conference (ADC) and group conferences in 2019 will again be Brighton. This is the only suitable venue capable of accommodating ADC and group conferences within the constitutional constraints.

ADC will begin on Tuesday, 21 May and close at lunchtime on Thursday, 23 May. Group conferences will take place as set out below.

  • ADC will start pm on Tuesday, 21 May and run to lunchtime on Thursday, 23 May with the option of finishing at 6pm on Tuesday and/or Wednesday evenings.
  • DWP and HMRC group conferences will be one and a half days and start on Monday, 20 May am, and end Tuesday lunchtime.
  • All other group conferences will be a maximum of one day starting Monday, 20 May pm, and ending Tuesday lunchtime with the proviso that groups could possibly make a case for one and half days starting Monday morning.
  • The opening of national conference will take place as soon after the close of group conferences as practically possible taking into account the locations of those conferences and the need to build in a lunch break.

The NEC has taken account of the need to maximise the amount of time available for debate at national conference whilst at the same time striking a balance with the time allocated for group conferences, as well as minimising/avoiding the need for evening sessions thereby avoiding potential problems for delegates with childcare.

Facility time

We expect many delegates will not have facility time for attendance at ADC. It is of the greatest importance that in these circumstances we protect the union’s democratic processes. ADC and group conferences are vital for the union’s democracy, shaping national and group policies. Maintaining the union’s democratic processes is central to our ability to mount a defence of members’ pay, jobs, terms and conditions in the difficult times we face, which include restrictions on facility time. We must protect our democracy and we are therefore asking delegates to make alternative arrangements to attend (e.g. booking annual leave) if necessary.

The closing date for motions and nominations for elections at ADC is shown in the timetable, which has been agreed by the NEC.
