Devolved Nations

PCS represents members working and living in the devolved nations of Cymru/Wales, Northern Ireland and Scotland.

PCS Devolved Nations brings together members across Scotland and Wales - uniting workers in two distinct nations with a shared purpose. Through our democratic structures, members lead the way, directly shaping our industrial, political and organisational priorities.

Our nation executive committees in Scotland and Wales are elected by members in each nation, representing colleagues across the UK civil service as well as devolved governments and public bodies. This breadth is our strength.

We support branches organising and negotiating within the devolved space, where pay, policy and industrial relations are shaped by the Scottish Parliament and the Senedd. This ensures negotiations reflect the realities of devolved government.

Devolution has created different paths on public services, fair work and reform. We organise accordingly, combining strong workplace organisation with national coordination to win on the issues that matter most to members.

Our members inside the Scottish and Welsh Governments bring unique insight, strengthening our collective voice across the wider public sector. That voice delivers: better pay, stronger protections, fairer workplaces and properly funded public services.

We hold devolved governments to account for the decisions they make on pay, budgets and policy, and we push for meaningful, progressive change. Through collective action, political engagement and member-led campaigning, we fight for secure jobs, fair pay, equality, dignity at work and high-quality public services.

Alongside industrial action and negotiation, we support political education - helping members understand how devolution shapes their working lives, and how collective organisation can shape the future.
