What makes up PCS Scotland?
PCS Scotland is the Scottish arm of PCS. There are over 27,000 PCS members living and working in Scotland.
PCS members in Scotland elect a Scottish executive committee (SEC) every year. The SEC is responsible for campaigning and organising on policies arising from decisions made by the Scottish Parliament and the Scottish Government where these affect the social or economic interests of members.
Reserved Sector
Around 14,000 PCS members in Scotland work for employers who come under the remit of the UK government. For example, in HMRC, DWP, the Home Office etc. These members are represented on the SEC. For industrial matters such as pay and terms and conditions, members are represented by their group executive committee.
Devolved Scottish Sector
Within Scotland, around 12,000 members work for employers that form part of or are linked to the Scottish devolved administration. For example, the Scottish Government, the Scottish Parliament and all associated non-departmental public bodies, agencies and commissioners. Members in the Scottish devolved sector are represented on the SEC. For industrial matters such as pay and terms and conditions, members are represented by their group executive committee (GEC). In the Scottish devolved sector there are two GECs – The Scottish Government and the Scottish Devolved Sector.
What PCS Scotland does
1. Represents workers across Scotland’s public sector
- Devolved and reserved civil service departments
- Scottish Government agencies
- Non‑departmental public bodies
- Public-facing services such as justice, culture, environment, and social security.
2. Bargains for better pay, conditions, and rights across the devolved sector
- Negotiates with Scottish Devolved sector employers
- Campaigns on pay, pensions, job security, and workplace issues.
3. Leads political and public campaigning in Scotland
PCS Scotland is known for strong, values-driven campaigning on:
- Public ownership
- Progressive taxation
- Workers’ rights and anti-austerity
- Climate justice and a just transition
- Equality and anti-racism
- Disability rights and accessibility
- International solidarity.
4. Supports members through reps, networks and education
- Workplace reps and branch structures
- Equality networks for disabled members, women, Black members, young members, LGBT+
- Political education and member empowerment
- Training, resources, and campaigning tools.
