What makes up PCS Cymru?

PCS Cymru is the Welsh arm of PCS. There are over 15,400 PCS members living and working in Cymru.

PCS members in Cymru elect a Wales executive committee (WEC) every year. The WEC is responsible for campaigning and organising on policies arising from decisions made by the Senedd and the Welsh Government where these affect the social or economic interests of members.

Reserved Sector

Around 12,300 PCS members in Wales work for employers who come under the remit of the UK government. For example, in HMRC, DWP, the Office for National Statistics etc. These members are represented on the WEC. For industrial matters such as pay and terms and conditions, members are represented by their group executive committee.

Devolved Wales Sector

Within Wales, around 3,100 members work for employers that form part of or are arm’s length or sponsored bodies to the Welsh devolved administration. For example, the Welsh Government, the Senedd Commission and all associated non-departmental public bodies, agencies and commissioners. Members in the Wales devolved sector are represented on the WEC. For industrial matters such as pay and terms and conditions, members are represented by their group executive committee (GEC).

What PCS Cymru does

1. Represents workers across Wales’s public sector

  • Devolved and reserved civil service departments
  • Welsh Government arm’s length bodies
  • Non-departmental public bodies and commissioners
  • Public-facing services such as justice, culture, environment, and social security

2. Bargains for better pay, conditions, and rights across the devolved sector

  • Negotiates with Welsh devolved sector employers
  • Campaigns on pay, pensions, job security, health, safety and welfare alongside workplace issues.

3. Leads political and public campaigning in Cymru

We work in collaboration with TUC Cymru and sister unions to make up the trade union side of social partnership with Welsh Government.

PCS Cymru political work at the Senedd

The PCS Cymru cross-party group at the Senedd is an informal coalition of Senedd members and union representatives that promotes discussion on civil service employment and public services. 

The group meets in person every quarter, distributing detailed briefings and taking forward our issues using every Senedd mechanism.

PCS Cymru is known for strong, values-driven campaigning on:

  • Devolving greater powers to Cymru
  • Welsh language
  • Climate justice and a just transition
  • Equality and anti-racism
  • Disability rights and accessibility

4. Supports members through reps, networks and education

  • Workplace reps and branch structures
  • Equality networks for disabled members, women, Black members, young members, LGBT+ and health, safety and welfare networks
  • Wales Union Learning Fund (WULF) GALW5 will provide ongoing support to workers by offering workplace learning, individual learning support and organising courses that benefit all staff and the wider community in which they live.
