Supporting Health & Safety Reps and Strengthening Structures

PCS convened lead Health and Safety (H&S) reps from across the union on 5–6 March for a national meeting. This event focused on strengthening the H&S network and supporting reps on the ground. Participants discussed the challenges reps face and shared strategies to build a more confident union presence in the workplace.

A central theme was the shift towards prevention, leadership, and organising. While inspections and compliance remain necessary, PCS wants reps to act as leaders who prevent harm and build union power. This involves addressing the root causes of ill health, such as overwork and unsafe work systems. Prevention requires redesigning work to suit the worker and developing policies that cover technology, working conditions, and social relationships.

Workshops on the first day explored H&S leadership. Reps identified personal strengths and barriers to progress. The consensus was that change begins locally. Reps should lead initiatives rather than waiting for employer action.

Recruitment was another priority. The union requires more H&S reps from diverse backgrounds. Young workers, women, and Black members remain under-represented despite their essential perspectives. Reps discussed practical methods to recruit and support new volunteers.

The meeting also addressed gaps in H&S committees. While some departments have active committees, others lack them entirely. Reps discussed how to establish or rebuild these bodies, particularly in multi-occupied buildings where responsibility is often unclear.

The second day focused on practical support. Reps identified the need for better training, accessible online resources, and communication tools like WhatsApp groups. PCS committed to improving national support and facilitating peer learning.

Lead reps are now taking these action plans back to their branches. The goal is a preventative, organised, and diverse H&S network. PCS will provide the necessary training and tools to ensure every member has a safe workplace.
