Bailiffs and Bailiff Managers update

A message from MoJ Group vice president, Jackie Green, following on from this week's members' meetings on bailiff and bailiff managers' grading and pay.

I want to start by thanking all those members who contacted me, and provided views and information on the bailiff role.

Whilst PCS achieved a huge victory for bailiffs which sees the role properly regraded to EO, and with backpay from October 2025, we have neither forgotten nor abandoned bailiff managers.

Our bailiff managers are understandably disappointed and angry that, despite the successful regrading of bailiffs, the employer has not yet moved to resolve the long-standing issue of bailiff manager pay to properly reflect the additional responsibilities they undertake. PCS has been pressing the employer firmly on this point. While discussions are currently subject to an embargo and so we cannot go into detail, we want to be absolutely clear that PCS has not agreed any position in relation to bailiff manager pay.

We continue to work to secure an acceptable outcome that properly recognises the greater scope, accountability and operational demands placed on bailiff managers over and above those of a bailiff.
