PCS National Levy

Watch PCS General Secretary Fran Heathcote’s video answering questions from members and activists relating to the national strike levy.

The levy was introduced at the start of 2023 as a temporary measure to support members taking targeted strike action as part of our national campaign.

The levy was not introduced to fund normal industrial action taken by members in dispute with their employers, such as that currently being taken by facilities management workers in G4S and OCS, or in HMRC at Benton Park View. That action is funded by our fighting fund.

Please watch the video in which Fran responds to many of the questions she has received and outlines her position and her involvement in the decisions taken on this subject.

In the video she also explains how getting involved in union democracy gives you more power over issues such as the levy and why it is so important for you to vote in elections and attend your branch’s annual general meeting (AGM) and have your say.

In the video she answers the following questions:

  • What is the purpose of the levy?
  • What is the financial impact on our members?
  • What's the case to pause the levy, and what’s her view?
  • How can members find out how our money is being spent?
  • What if I don’t agree with the NEC’s decisions on the levy?

She hopes by watching the video and listening to her answers to the questions members will understand why the levy was introduced and why she believes it is wrong to continue the payment of the levy at this time, as well as how members can play their part and have their say on this important issue.
