Relaunch of our Anti-Racist, Anti-Fascist Strategy

Our revised strategy for 2026 underpins our anti-racist work and strengthens our response to the growing threat of the far right.

Delegates at our annual delegate conference in Brighton in May voted unanimously to expand and deepen the union’s anti-racist and anti-fascist work, strengthening PCS’s response to the growing threat of the far right.

In response to that is the publication of a refreshed Anti-Racist, Anti-Fascist (ARAF) Strategy. This renewed strategy will now underpin PCS activity across the union, setting a clear direction for challenging far-right narratives, workplace discrimination, and political forces that seek to divide communities.

The strategy is designed as a practical, member focused tool. Its purpose is to build confidence among members and reps both inside and outside the workplace, so they are equipped to respond effectively to racism, misinformation, and far-right rhetoric.

Plans are now underway to roll out the strategy across the union, including a programme of regional roadshows taking place throughout the autumn.

Speaking on the importance of the revised strategy, PCS general secretary Fran Heathcote said: "This strategy is more than a document. It is a commitment to educate, to organise, to intervene, and to support those facing discrimination. It provides practical tools for reps, guidance for workplaces, and a framework for collective action. Above all, it reaffirms our union’s belief that challenging racism is not an optional extra, but a core part of who we are."

Turning the strategy into action

New materials have been issued under the theme of ‘turning the PCS ARAF strategy into action’ to reflect the aim that this document should be actively used by branches to take action to challenge racism and discrimination wherever it occurs. These include posters, an asylum seeker myth-buster, and an updated ARAF leaflet. Members and branches are encouraged to download or order these materials to support workplace and community campaigning.  The Welsh translated version of the revised ARAF strategy will become available soon.

Members will find guidance within the strategy on staying safe, identifying and countering harmful narratives, and organising collectively against far-right populism. It also signposts opportunities for learning, discussion, and activism at every level of the union.

Key updates in the revised strategy include:

  • Enhanced safety guidance covering workplace situations, online spaces, and demonstrations
  • Expanded ARAF training and education opportunities for branches and workplaces
  • Analysis of how the far right exploits social media and the wider rise of populism
  • Contributions and feedback from equalities structures and the national Black members' committee
  • Links to key PCS policy reports, including Safe Routes, Social Security, the Benefits of Asylum Reform, and Tax Justice
  • Guidance on using Civil Service Diversity & Inclusion frameworks to challenge racist behaviour at work
  • Case studies and examples of effective national and regional organising against the far right

Training opportunities

PCS activists are encouraged to take part in the one-day workshop “Racism and Intolerance: Changing Attitudes in the Workplace,” available through the PCS Academy.

In partnership with the TUC, PCS has also developed a one-hour “Challenging Conversations” course. This bite-sized session equips reps and activists with practical skills to engage colleagues when divisive or scapegoating narratives arise. It focuses on listening, reflection, and assertive but non-confrontational communication, and includes tools to challenge myths that fuel racism and division.
