PCS Annual Delegate Conference 2026: Second motions report published
Standing orders committee report No.2 (SOC 2), containing motions submitted to the union’s annual delegate conference, but not printed in the original motions booklet, pending receipt of legal advice; has now been published.
PCS has already published the booklet containing motions for debate at the union’s annual delegate conference – which will take place between 19-21 May.
As the original report made clear, the PCS Standing Orders Committee – the committee elected to prepare our conference agenda – was still awaiting legal advice on 8 motions; and so, under standing order A40 of the union’s rules, those motions did not appear in the original motions booklet.
The legal advice has now been received by the committee, and the standing orders committee has now met to discuss the implications of that advice.
Consequently, standing orders committee report No.2 (SOC 2), containing the 5 motions that the union’s solicitors advised could be printed, has now been published. You can download a copy of the SOC 2 Report.
In accordance with that legal advice, the remaining 3 motions have been excluded under PCS Supplementary Rule 6.22(g). The branches have been informed and have received a copy of the written legal advice.
SOC 2 also includes details of the procedure for ‘referencing back’ motions published in the first two SOC reports (plus SOC 3, which will be available at conference, and will also include details of valid emergency motions received by the deadline of 3pm on Friday, 15 May.
