Members are urged to take action as pension delays cause hardship and PCS calls for accountability and insourcing

Thousands of retired and partially retired civil servants are being failed by the Civil Service Pension Scheme. Late and missing payments, caused by the outsourced administration contract with Capita, are leaving people in real financial distress.

For too many, this means falling into debt or facing bank charges. For bereaved spouses and ill-health retirees, it means waiting for vital support at the hardest moments of their lives. This situation is unacceptable.

The scale of the crisis is clear. More than 150 civil servants have been drafted in to try to stabilise the service, and even then, recovery targets are being missed. The deadline to restore service levels by the end of June 2026 is now unlikely to be met, with staff expected to remain in place for longer.

Despite this track record of failure, Capita has been awarded a £370 million contract covering HR and payroll services across four government departments, putting as many as 250,000 civil servants’ pay at potential risk.

PCS is demanding urgent action, and we need members to step up now.

  • Bring civil service pension administration back in-house
  • Introduce a compensation scheme for everyone affected
  • Clear the backlog urgently, prioritising the most vulnerable
  • Suspend further contracts with Capita pending a full review
  • Deliver on the promise of a new era of insourcing

PCS is also taking the campaign to Westminster. Join us outside parliament on 7 July at 1pm to demand justice for pensioners and accountability from the government.

This is a chance to stand alongside colleagues, show the strength of our union, and send a clear message: enough is enough.
